Next Practice in System Leadership - Leadership across a whole town

All seventeen schools in the Cheshire town of Winsford have come together to develop a town-wide plan, in response to falling rolls and a review of special needs provision. Winsford plans to become a 0-19 centre of education, fully committed to inclusion and the delivery of Every Child Matters. The whole town will act like a single school. Staff will be employed and deployed centrally and schools will follow a common curriculum and timetable.

Knowsley is closing all its secondary schools and opening seven new Learning Centres. It now wants to develop radically new federated governance structures designed to secure high levels of collective ownership. These will be integrated with the delivery of wider public services, and support neighbourhood regeneration, in order to secure whole system transformation.
