Charles Clarke, former Secretary of State for Education and Skills, commented that "in this changing world we know that education has to put the learner at the centre". The debate now is about how this can be achieved.

In 'Learning about personalisation: how can we put the learner at the heart of the education system?' Charles Leadbeater looks at how personalised learning could become a characteristic and culture of a whole learning system which responds directly to the needs of each individual learner. He argues that personalisation cannot be realised without the active participation of learners in shaping the service they receive through choice, voice and, ultimately, 'co-production'.
